Remove one of a worker's driving licences

Removes a driving licence from a worker in your own agency.

This is permanent, and it takes the convictions with it. A conviction is recorded against the licence rather than against the person, so it has no meaning once the licence is gone. Neither table carries a soft-delete column, so nothing is retained and nothing can be restored — use this for a licence recorded in error, not for one that has expired.

A licence that belongs to a different worker, or to another agency, returns 404 rather than 403, so its existence is never disclosed.

Access. Requires a client-credentials access token. Tokens issued through the interactive user login are rejected.
