Restore a deleted site contact

Only a deleted contact can be restored. An active contact id, a contact belonging to another site, and a contact from another agency all return 404. There is no name clash to resolve, so a restore that finds its record always succeeds.
The request body is empty; the client, site and contact all come from the route.
Access. Requires a client-credentials access token. Tokens issued through the interactive user login are rejected.
