ClientName and CompanyRegNumber are required — both are NOT NULL in the record. WorkTo must not be before WorkFrom. Everything about the reference — when it was sent, what came back, whether the employer would re-employ — is optional, because it arrives after the employment itself is recorded.
Employments accumulate: a worker has as many as they have had jobs, and nothing here rejects two records for the same employer.
A worker id belonging to another agency returns 404 rather than 403, so their existence is never disclosed.
