Only active contacts are returned. A contact that has been deleted returns 404 here — unlike a site, which stays readable after archiving. Restore it with RestoreSiteContactPerson to read it again.
title is resolved to its name. The site must belong to the client named in the route and the contact to that site; anything else returns 404, so existence is never disclosed.
